Actually the best coverage in Puerto Rico is "Claro" which used to be owned by verizon. I have unlimited data which AT&T doesn't offer, I pay $69 per month, AT&T doesn't. I hit 5Mb/s on HSPA while AT&T need LTE to reach those speeds, on HSPA+ I've seen as far as 12Mb/s which AT&T needs LTE and being right by a cellsite to have those speeds. AT&T is just a complete rip off
