The problem with the nomenclature is that it reduces the value on things that are truly smart. For instance, cars with auto pilot - or "smart cars" - are truly smart because they make their own decisions completely autonomous of human input (save for the destination and maybe not even that if you're synced with Google Calendar...). Smart TVs on the other hand do not - they just let you connect to the Internet. They don't do anything interesting with that connection except enabling you to do more shit. Truly smart things (like cars) enables you to do less. And that should be where the distinguish lies.

tldr;
Nest Learning Thermostat (keyword 'learning') -> smart
Philips lightbulb that let's you turn it on from your phone -> not smart

2. Fisker is a complete failure and everyone knows it. Governor Romney was just making a point that private money (like his, as you know, Bain Capital has offices in downtown Palo Alto) should be used for these initiatives and not public as it can easily be wasted (again see Fisker).
