Have DDOT considered something like Qwick Kurb? It would be low-profile for the Fine Arts folks, navigable for emergency vehicles, potentially removable for the inauguration folks, and (hopefully) uncomfortable enough for drivers to deter U-turns. I believe I've seen it used somewhere else in the city - maybe at the 15th/NH intersection.
