Sound like it's time to innovate. Change the terms so that a person can hire the car for one hour and 20 miles. Then rebate the unused time and mileage. That way, the meter isn't calculating a charge, but rather a rebate. Or, as suggested above, have the user input the destination address and calculate the fee based on distance and current traffic conditions without the use of a meter. Add a premium to protect drivers against unexpected delays. Your users won't mind paying a small percentage more to maintain the service.
