Not sure the carrier truly want the consumer to have control what they want to pay for each individual services. It is like telling the cable company giving consumers the power to cherry pick the channels. As a consumer, I would think this type of control is way too complex. It might be better suited for enterprise where they want to have tight control what they want to pay for their employee.
Also, this will encourage unfair competition where the large companies can subsidize the access to their website and contents on smartphone. This sounds like asking Google to pay for my cable/DSL service.
