You're assuming all the sites are even under Assad's control. I don't assume that, which is why I also don't assume Assad committed the recent attacks. Cui bono? Assad recently started rolling the rebels back. Either rogue generals (easy access to the chemicals), as German intell claims, or one of the various rebel groups, stand more to benefit.

I actually, as a baseball geek, knew of Silver's sabermetrics work before he got into politics. He's got an established track record.
