It is my understanding that, The Supremacy Clause only comes into play when Congress has first bee delegated an explicit Power. For example, if it is one of Congress' Enumerated Powers, in Article 1, Section 8, then, "Congressional" Law reigns supreme. However, the states reign supreme in all Powers not delegated to The Congress.
And, that is where The Supreme Court should, but do not, come into play. Therefore, this is where The Principle of Nullification must come in to play!
