DiFi just woke up realizing that "Obama didn't know" / "DiFi didn't know" makes them both look like incompetents, liars, or both. This is all about political cover. If hearings take place, some "rogue" flunky goes under the bus, "problem solved", flunky goes on to a defense contractor lobbying job, surveillance goes on as usual.
If foreign leaders were as concerned as they claim to be for the benefit of their domestic populations, they would not ask Obama to stop, they'd be ordering their spook shops and telcos to stop cooperating with NSA and to remove NSA spyware, and they'd be moving government agencies off M$/Apple/Google platforms.
