When I was sworn into the Coast Guard, when I was sworn into the Army, when I was sworn into the Federal Civil Service, my oath of office in each case was to support and defend the Constitution of the United States against all enemies foreign and domestic. No sworn allegiance to the government, the Supreme Court, or the President -- only the Constitution. That is as it should be. My military oath included obedience to orders of the President, but only to the extent that they complied with the Constitution.
