Hi Graeme. I think a logo designer or logo design company first has to establish what market they wish to target. If you wish to target small business owners, which is the majority of people in need of a logo design, then I feel it's okay to set a fixed price. Most small businesses cannot afford much over $1000 and not really interested in the bullshit that goes with justifying spending over say $10,000 on a logo. With a small business it is usually only one decision maker which makes life so much easier.
If you're targeting medium to corporate then I feel that any thing over $3000 is justified. I agree in this sense that a fixed price cannot be set at this point and further research into the company is important to give an accurate quote. This is how I approach quoting after 20 years of corporate branding.
