US Gov't (usually via the Military) has funded many technologies that proved to be quite beneficial for the country including early investments that led to the Internet. If the "loan" to Tesla was under the aegis of the Army/Navy etc, I doubt we'd be discussing it. Prudence and good judgment is still required, however, when making these decisions. Given our love for trite oversimplifications ("picking winners and losers" ), perhaps it is beyond us.
Economic model of TV isn't broken for content providers or distributors and as customers the only issues we're upset about are the cost and poor on-screen user experience - tertiary concerns at best as witnessed by the low churn rates. Hard to see a place for disruption while everyone is fat and happy.
