Nope, it's the carrier. The ONLY company that gets to "dictate" updates to the carriers is Apple, and that is because the carriers still don't understand it. All they know is that rooted iPhones cost them money, so they defer to Apple.
Apple doesn't even have say-so over device locking. The pres of the company had to ASK AT&T to allow unlocks to happen. They probably had another meeting like "do you really want hacked phones on your network?" .. et cetera.
Apple's power is limited, Google has decided it costs too much to go against the carrier. They have better things to do... like violate your privacy.
