I think this model penalizes successful teams a bit too much while rewarding - a team that makes it past the first round of the playoffs (even if it is an 8 seed in the regular season) only gets one pick, in the 3rd round, if at all, while a team with a slightly worse record who just misses out on the playoffs gets as many as 4 picks?
