I also read with interest a few comments on PLA and corruption within China. Can China not take step forward and do something about it? Interestingly, India has come up with a law called Right to Information Act which mandates timely response to citizen requests for government information. India has recently been doing quite a lot to try and reduce (if not completely overcome) corruption problems. China Daily recently reported that government and civilians hail combat against China. Quite interesting. I believe Libya was not a signatory to the ICC and it was evident from one of Gaddafi's speech that he would never submit to the jurisdiction of ICC. I believe Article 8 (1) (b) (iv) is a broader provision compared to Article 56 of the Protocol Additional to the Geneva Conventions.
