This is a tough issue, and I don't presume to have all the answers.
I think you have to make a distinction between freedom of speech and freedom to antagonize though.
Free Speech zones don't seem right, but by the same token, I can't imagine that it would be okay for me to protest my neighbor with pickets on the sidewalk every time he takes out his trash or walks his dog. I don't think that my freedom of speech would give me the right to picket and yell at movie goers in front of the local movie theater because I don't like movies. Can vegitarians legaly picket, protest, and yell at meat buyers on the public sidewalk outside of the supermarket. If protesting is free speech and there are no limits to free speech, where does it end?
Freedom of speech means that we are free to our opinions and free to express those opinions in respectfull ways. Protesting or evangelicizing to Mormons on their way to their temple really doesn't fall under that category.
Like I said, I don't know what the exact answer or exact balance is, but I do not believe that it is right to let people protest right in everyone's face as they come and go to their place of worship.
As a side note,
Maybe this debate should be more about our our understanding or (misunderstanding) of sidewalks being public domain.
I don't think you can realistically "starve" the federal government by practicing agorism.
They'll just print their own money.
