Yes I understand this - to a degree.
However, there are systems, tactical secrets, etc. which do not fit into this category/strategy but are nonetheless compromised (stold and sold) via agents/sayanim such as Pollard and various other traitors to America.
So, on one hand one might say we are at times allies in collusion yet on the other hand one might truthfully say we are in fact mortal enemies.
After all, if the US was indeed defeated in a first strike scenario due to drastically compromised defenses such as with Pollard's treason or 911 instigated failures, there would still be plenty of customers left to accommodate the natural born usurers.
