It's funny that you posted this, I used to live in Florida and there was a piece of property directly across from the mall that had no buildings or anything on it, except a cow.  I'm guessing they were taking advantage of that loophole.  The cow never looked distressed but really, smackdab in the middle of the city like that was no place for a cow, it just seemed very odd. :)
