If you criminalize spanking with a belt in a controlled setting, many parents (mine included) would be guilty of abuse. The other part is this is part of an ongoing dispute between Dwight and his ex with both alleging inappropriate behavior on the part of the other.
Basically, I think it was far easier to characterize what Peterson did as abuse while I think there's a legitimate discussion to be had about whether what Dwight did was abuse or punishment.
Not necessarily defending him, but I see a pretty significant difference.
