Great question. Right now there are several templates that are designed to work in a responsive manner (Klot, Klot Image and Simple Quotes ). I am working on an update that will add two new templates and rebuild all the rest to be fully responsive.

@Clifford P Scroll Header Pro is desined to help using Scroll Spy with Sections, not only in the content. It works with various heights. Check out the demo page, each block that you scroll to is different PL Section.
@andreatoffanello Since there are so many ways to implement parallax, this version does not deal with it. You can, however still use it. I will post some howtos very soon from now.
