@GarrettCRW 2 nights ago on MLB there was a segment where in one game (I forget which) another pitcher does the exact same thing...rosin on the arm and this one splashed water on his uni pants, on the right side hip. Mitch Williams explained that he did the same thing and dozens of pitchers do it today and it's not illegal. Just bitter old non-HOFJack Morris and his lackeys finding something to whine about.
